Dear Mr. Cottle:

Yhis is in reference to the February 26,1998, predecisional enforcement conference which addressed an apparent violation of 10 CFR 50.7, Employeo Protection. Given the length of the conference, we failed to fully discuss corrective actions that may have been initiated by STP Nuclear Operating Company.

In addition tc the audit material we requested, please provide us what plans you may have, if any, for future audits of the willingness and ability of STP employees to bring forth safety concerns free of any fear of retaliation, in respect to any such audits, describe their expected frequency, their level of indapendence, the organizational groups that will be subject to the audits (e.g., engineering,. operations), whether the audits include interviews as well as written instruments, and whether both supervisors (inciuf ig managers) and non-supervisors are included in the atdits. In addition, what training do you provide concarning this subject matter?

Please describe the training. Also, what additional training as the result of the matters resulting i in the conference, or for other reasons, do you plan for supervisory personnel to assure that they (a) appreciate the importance of maintaining a safety conscious work environment, and (b) understand options and strategies to deal with conflicts in the work place within the context of maintaining a safety conscious work environment? To the extent you plan such training, what will be its frequency and what levels of personnel will receive the training? /
