Dear Ms. Costner:
This is in response to your letter dated August 4,1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), a map and/or list of addresses of each NRC regional office, the administrator and/or information officer, and the states and regulated facilities included in each region. You also asked for information regarding two other F0IA requests which you previously submitted to the NRC and copies of records in the NRC's Public Document Room.
The NRC's telephone directory identifies the NRC regional offices, the I
administrators, and the states and plants covered by each region.
Inasmuch as NRC has a centralized F0IA structure under which all F0IA requests are to be submitted to this headquarters office, the regions do not have infomation officers to directly receive and process F0IA requests.
The NRC's telephone directory is published by the Government Printing Office (GP0), is identified as document NUREG/BR-0046, and is available from the Superintendent of Documents, GPO, Post Office Box 37082, Washington, DC 20013-7082.
The remaining portions of your letter do not constitute a proper F0IA request nor provide justification for a waiver of fees.
For your information and assistance in framing a proper F0IA request, you may wish to visit your local public library to inspect copies of the F0IA (5 U.S.C. 552) and NRC's F0IA regulations (10 CFR Part 9). The F0IA applies only to requests for, or access to, records, rather than information or answers to questions.
For each F0IA request for which the requester wishes NRC to waive fees for search and copying costs, the request must contain a statement requesting a waiver of fees and providing information sought in 10 CFR 9.14a. Please note that the NRC will not waive reproduction costs for records located or made available in the PDR in the absence of a compelling reason to do so (10 CFR 9.14a(g)).
We are enclosing a copy of e. notice that provides information on charges and procedures for obtaining records from the PDR. The records not subject to F01A-86-298 but identified in our response to that request are filed in POR folder (F01A-86-298). The record identified in the fourth paragraph of your letter is filed among other PDR files under accession number 8604220485.

ordering copies of these records from the PDR, you should identify the PDR locations of the records.
