AVAILAE;lLITY OF WANO PERFORMANCE INDICATORS FOR USE BY NRC I am writing in response to your February 2,1998, letter legarding the NRC request to have access to both the U.S. plant-specific World Association of Nuclear Operators (WANO) performance indicator data that are presently not shared with us and the plant-specific INPO performance indicator index. You indicate agreement to grant NRC access tc ah U.S. plant-specific WANO indicators on a continuing basis along with three years of historical U.S. plant-specific reaul's on a one-time basis. This agreement would oe on a proprietary basis a?

outlined in our present INPO/NRC Memorandum of Agreement, date'd December 24,1996, with the pen-and-ink changes of September 3,1997, that we concurred with an September 26, 1997. However, you have dedined to grant access to the Institute of Nuclear Power Operations (INPO) performance indicator index.

We agree to the terms proposed for granting NRC access to the WANO indicator data.

Availability of this data will allow us to evaluate the individual WANO indicators and their use in conjunction with or as a replacement of some or all of the present NRC performance iicators.

We are concemed, however, about the decision not to provide access to the INPO perf5rmance indicator index. The staff has been developing a quantibtive performance trending methodology for use iri the senior management meeting (SMM) process. The model resultir.g from this effort has been benchmarked against the list of plants selected for discussion at past SMMs. In an October 24,1997, Staff Requirements Memorandum (SRM), the Commission asked the staff to evaluate benchmarking the model against something other than the plants g

emanating out of past SMM processes. Specifically, they asked the staff to discuss the WANO performance assessment process, including their " figure of merit." The figure of merit referred /g to is the INPO performance indicator index.

As was discussed with members of my staff during their isit to INPO on November 24,1997, the INPO performance indicator index cannot be simply constructed from the WANO indicator data. Rather, individual indicator weighting and grading factors are used to construct the final INPO performance indicator index values. Without access to this information, the staff cannot complete the evaluation of the usefulness of the INPO pedormance indicator index. Nor can it benchmark the performance trending methodology agairst anything other than the pest SMM discussion plants, g gg Lic .

Mr. William J. Hastie In light of industry's continued assertion that the Ir4PO ratings are the best available objective measures of plant performance, I request that you reconsider your decision denying NRC

' access to the INPO performance indicator index. Access to this information would enhance our mutualinterest of assessing plant performance.
