20555 Gentlemen, Please find enclosed a certified copy of a Resolution opposing the Perry Nuclear Power Plant which was passed by the Conneaut City Council on October 27, 1986 by a vote of five to two.

You should also be advised that the Mayor of the City of Conneaut, Mr. Edward Griswold and the President of Cauncil, Mr. Philip Heffelfinger have refused to sign this Resolu-tion.

Mr. Heffelfinger's signature on the attached copy signifies only that he presided when action was taken.

This Resolution expresses the will of the Conneaut City Council and what Council deems to be in the best interests of the people of the City of Conneaut, Ohio.

CELESTE, THE NUCLEAR REGULATORY COMMISSION AND ALL OTHER REGULATORY AND LICENSING BODIES TO CLOSE THE PERRY NUCLEAR POWER PLANT AND BAN ALL FURTHER NUCLEAR POWER PLANTS IN THE STATE OF OHIO.

WHEREAS, the City of Conneaut is a lekefront community located 40 miles dewnwind of the Perry Nuclear Power Plant,

and, WHEREAS, the Perry Nuclear Power Plant suffered struc-tural damage from the January 31, 1986 earthquake, and such acts of nature are unpredictable and recurrent, and have tremendous tragic effects, and, WHEREAS, the Perry Nuclear Power Plant reportedly exper-lanced two fires within the first few weeks of low power operation, and, WHEREAS, the Chernobyl explosion and fire exhibited the devastating effects of a nuclear power plant accident, and will reportedly cause the death of thousands, the permanent relocation of at least hundreds of thousands, the massive contamination of water and food sources, serious illness and high cancer risk to untold numbers in many nations, and many other,dsvastating consequences to be felt for decades, and, WHEREAS, the risks posed by nuclear power cross state boundaries and international borders, and, WHEREAS, state-of-the-art technology cannot fully com-pensate for the propensity for human error, and, WHEREAS, state-of-the-art technology cannot fully com-pensate for deliberate acts of wrongdoers or terrorists, and, WHEREAS, serious industrial accidents are not uncommon occurrences as Ashtabula County alone has suffered seven in-dustrial fatalities in 1S86, and the nuclear energy field in Ohio will not prove en absolute exception to the serious

.n sstrial seeident, and, WHEREAS, the effects of a serious accident at the Perry Nuclear Power Plant w%11 be long-lasting, irreversible and irreparable fcr Conneaut and Ashtabula County, and, WHEREAS, the effects of such an accident will be so quick-hitting and grievous as to render almost meaningless any " evacuation plan" plantmanagement een purport to be i feasible or realistic, and,

PAGE TWO - RESOLUTION No. 158-86 WHEREAS, the Clevolend Electric Illuminating Company hae already celled for e rete increase based leegely on cost overruns et the project, and, WREREAS, much of the power produced at the plant is de-signed for coneymption outside our State, and, WHEREAS, Perry induced rate hikes will have a substan-tiel impact on the operations of the City of Conneaut thereby creating a need for additional revenues and possible raising of taxes or water and sewer rates, and, i

WHEREAS, projections of future rate increases, after Perry begins producing energy, range from 25% to 50% and such increases would be devastating to our local economy, business and city government, and WHEREAS, the Council of the City of Connaeut is charged with protecting the safety and hemith of our citizens from concealed end imminent dangers, and, WHEREAS, our citizens have an inherent right to work and live with ther families in our City, free of the tremendous nemesis this plant poses, NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Connaeut, County of Ashtabula, and State of Ohion SECTION 1.

That this Council hereby enlis upon Governor Richard J.

Celeste, the Nuclear Regulatory Commission, and all regulatory and licensing bodies to close the Perry Nucle-er Power Plant, and ben all further nuclear power plants in the State of Ohio.

I SECTION 2.

That the Clerk of this Council is hereby authorized and directed to forward a certified copy of this Resolution to Governor Richard J. Celeste, the Nuclear Regu-1 story Commission, the Public Utilities Commission of Ohio, Congressman Dennis Eckert, State Senator Robert Boggs, State Representative Ross Boggs and Ashtabule County Commissioners.

SECTION 3.

That it is hereby found and determined that all formal actions of this council concerning and relating to the passage of this resolution were adopted in en open meet-ing of this council and that all deliberations of this coun-cil or of any of its committees that resulted in such formal

actions were in meetinge open to the public, in compliance I

with all legal requiremente including Section 121.22 of the Ohio Revised Code.

That this Resolution shall go into effect at the earliest period provided by law.
