Hinkleman Vice President and General Manager 12400 East Imperial Highway Norwalk, California 90650 Gentlemen: This refers to the inspection conducted by Messrs. P. Milano and R. McIntyre of this office on January 17-20, 1986, at the Bechtel Power San Francisco Area Office. A discussion of our findings at the conclusion of the inspection was presented to Mr. J. Friend and members of your staff. The purpose of this inspection was to followup on allegations presented to the NRC concerning quality assurance training at your San Francisco office, and potentially incorrect pipe support loading used at Peach Bottom Station. Addition-ally, the documentation and certification of code certifying personnel was reviewed. The areas examined during the inspection and our findings are discussed in the enclosed report. The inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspectors. While the allegations were not substantiated, a concern with the pipe support loading conditions could not be evaluated during the inspection because of insufficient documentation. Please inform us when the appro-priate documentation is available for inspection.
