$C4hh Ection to Consolidate Hearings en Radon Intervenors in the dockets listed above move the Appeal 3 card to consolidate their cases in a single hearing on the ratters raised by the intervunors in their answers to AIAB-hc0 (the radon issue). This motion is brought under 10 CFR 2 716.

All of the intervenors have filed answers to AIAB-h80 asking that further svidence be presented on the impacts of radon beyond the record established in Perkir..s. "la believe that jn:tice nd the eenvenience of all parties would best he served by holcing a consolidated hearing.

The issue in contr:rtersy hers -the significance cf raden emissions from the uranium fuel cycle -is generic. Most of the evidence that could be present54 on this issue will apply to all nuclear reactors. It ra :es sense, therefore, tc develop a reccrd suppletantin6 Ferkins in a consolidated proceeding. e. . g Since we already have e cc:ston record on radon in Perkins, it is un17 fair to cantinue that way.

Holding separate hearings under these circur. stances is a piecemeal approach that would give an autoratic disadvantage to the parties first in line for a hearing.

The ? card itself is moving in the direction of censolidation in this second phase of tha radon proceedings. Te understand that the Board has deferred raking a final decision in sore cases where there was no request for further radon hearings, so that it can have the benefit of a record in a contested hearing beyond Ferkins .

We prcpose a consolicated proceec'ing as follows:

1. Evidentiary hearings before the Appeal Board with intervenors, applicants and staff jointly represented. Witnesses wculd be presenttd and cross exal::ination conducted by a single representative for each side s intervenors, applicants and staff. Site specific inforration could be presented by individual parties.
2. Generic proposed findings to be offered in r,atters corn::en to all applications, with an opportunity to offer specific findings in each docket on site specific matters.
3. Scope of the hearings to cover issues raised by parties answering AIAB LEO.
