December 12,1997 Little Harbor Consultants Presentation Little Ha>bor Consultants, Inc. (LHC) presented findings, developed as a result ofits ov--ight activities, to the NRC Commissioners on December 12,1997. The meeting was held in White Flint, Maryland and was open for observation by the public. This letter fonvards the slides used during the presentation. We stated in the presentation that LHC has concluded that each of the NU Success Criteria must be rated neutral yellow (with a horizontal arrow) or better to be considered ready for restart of a unit at Millstone.

We summarized our presentation by stating that we have seen improvement at Millstone in the last

, fevi months with respect to a safety conscious work environment. The dmployee Concerns Program e

- has made significant strides but requires additional effort to improve the peiception ofits users. The most difficult task facing NU is clearly the need to improve its performance with respect'to harassment, intimidation, re'taliation and discrimination issues in the workplace.
