ENVIRONMENTAL SAMPLING PROGRAM COORDINATION WITH THE STATE OF SOUTH CAROLINA The State of South Carolina as part of an NRC contract, performs environmental monitoring around the Westinghouse facility. This program includes split sample collection, analysis, and an annual report to the NRC listing State and licensee environmental results. During the past several years, the State had coordination difficulties with Westinghouse concerning collection of split environmental samples and receipt of Westinghouse environmental data. This letter is written to clarify responsibilities and improve coordination of environmental monitoring activities between the State of South Carolina and the licensee.

The State's environmental monitoring program required by the NRC contract is based upon the Westinghouse environmental license conditions and does not require additional sampling sites or increased sampling frequency by Westinghouse personnel. The contract sampling program is enclosed and defines sample type, location and frequency.

In the past some environmental samples collected by Westinghouse personnel have been held for several months causing backlog problems for the State laboratory.

Discussions with State representatives indicated State sampling personnel are in the Westinghouse vicinity weekly and when notified, can pick up any available samples.

The State's environmental report for the previous calendar year is due April 30th of the current year. The State of South Carolina has had difficulties meeting this deadline and one reason being Westinghouse environmental data was not provided in a timely manner. State personnel have requested complete sample analysis data be provided semi-annually.

The NRC encourages participation in the environmental monitoring program. The program provides independent verification of licensee results, promotes state / licensee cooperation, and improves public relations.
