CHAIRMAN JACKSON: Good afternoon ladies and gentlemen. This is an affirmation session. We have one item to come before us this afternoon. Before I ask the Secretaty to lead us through the item for affirmation, do any of my colleagues have any comments? If not, Mr. Secretary, please proceed.
MR. HOYLE: Thank you, Chairman. The item is SECY-97-257. The Commission is being asked in this paper to act on an order addressing a finding of the Licensing Board in LBP-96-25 that Louisiana Energy Services lacks the necessary financial qualifications to construct the proposed Claiborne Enrichment Center. That finding was appealed to the Commission by both Louisiana Energy Services (LES) and the NRC staff. All of you have voted to approve a proposed order reversing the Board decision on financial qualifications and finding LES financially qualified. The order also impcses certain license conditions that require LES to fulfill financial commitments it has made in this proceeding. I ask you to affirm your votes which would approve the order with the changes that you have all agreed to.
