As a follow-up to our telephone call with the NRC staff on December 12,1997, Grand Gulf would like to confirm its intent to provide the capability to peiform Ofisite Dose Assessment onshift instead of the currently _ required 30 minute capability as outlined in Table 5-1 of the Grand Gulf Emergency Plan. This will be accomplished by submitting an Emergency Plan change for NRC's review and approval, which will allow the onshift chemist to share this function.

As noted in our letter (GNRO-97/00086) to the NRC staff, dated Sepamber 5, 1997, the Offsite Dose Assessment function had previously been implemented i

by assigning the function to the onshift chemist. This was considered acceptable

since the onshift chemist is trained and capable of performing this function L

although the approved Emergency Plan Table 5-1 only required this function at 30 minutes. During our requested detailed review of the Emergency Plan GNRO-97/00066), this practice (i.e., sharing the function with the onshift b 2 O $. 2 hemist) was noted as being unacceptLble since it was viewed as not being in strict compliance with the approved Emergency Plan as written. t GNRO-97/00123 Page 2 of 3 cornpliance with the Emergency Plan. The pre-existing ability to perform the Offsite Dose Assessment function onshift has also been preserved, via implementing procedures. However, the only requirement, in accordance with the existing approved Emergency Plan, is to be able to perform the Offsite Dose Assessment function at 30 minutes. It is our understanding that the staff would prefer that this onshift function be included in the GGNS approved Emergency Plan Table 51. In addition, it is our understanding that the staff will work towards an expedited review of the anticipated Emergency Plan change.

It is important to note that other items will be submitted in the Emergency Plan change for staff review and approval. Some of the anticipated changes include:

1) elimination of the 30 minute responders by designating personnel to fill onshift key functional areas, and 2) a single response time for all ERO personnel. It is GGNS's intent to address all desired program changes within one submittal rather than numerous correspondence. We plan on providing an Emergency Plan change for the staff's review and approval by.lanuary 31,1998.
