1.0 BACKGROUND

Under the aegis of. thtU.S. initiative for nuclear weapons safety, security, and' dismantlement known as the Cooperative Threat Reduction (CTR) Program, the-

.U.S. Department of Energy (DOE) and the U.S. Nuclear Regulatory Commission (NRC) are engaged in establishing bilateral technical assistance programs with Ukraine in the nuclear material safeguards areas of material control and accounting (MC&A) and physical protection. The objective of U.S. assistance is to help Ukraine ~1mprove its capabilities to ef fectively safeguard nuclear material. The assistance will be carried out under a bilateral agreeme.it for cooperation; and is supported by funds authorized by Congress in the Soviet '

Nuclear Threat Reduction Act of 1991 (Nunn-Lugar) and successor legislation such as the Freedom Support Act of 1992.

Regulatory programs for safeguarding nuclear material in the FSU are virtually non existent. The Ministry of Environmental Protection and Nuclear Safety (MEPNS). the Ukrainian regulatory agency is established as an independent authority.for overseeing Ukrainian nuclear safety and safeguards programs.

has acknowledged serious deficiencies in staf fing and technical resources, and has expressed strong interest in U.S. assistance. Effective MC&A and physical

. protection measures are critical to safeguarding strategic nuclear materials

-in support of nonproliferation goals. In the interest of nonproliferation, improvements are needed in national-regulatory oversight to ensure nuclear materials-in-Ukraine are effectively protected.

4.01 'tEVEL OF EFFORT'

.It is estimated that this project will take approximately 0.1 FTE to complete.

5.0 LPIRE00'0FPERf0RNdNE l The period of performance _ for the work specified in this task order will commence approximately one week before the effective date of travel, and will 4

_ continue'_for-approximately six weeks-from that date.

6.0 ' SCOPE OF WORK The contractor shall review NRC prepared materials (e.g.. MEDNS status update.

prior' assistance efforts, draft program plan, etc.) for use in assisting NRC' staff during a working group meeting in Kiev with MEPNS. The contractor shall provide a representative to travel to Ukraine to assist NRC during these discussions. To meet these objectives the P0 shall satisfactorily complete the following:

1) _ Provide a representative (ideally someone with an extensive background in NRC MPC&A practices) to assist NRC during program plan development discussions in Ukraine. NRC will provide the contractor with NRC travel information, and can assist in visa procurement.
2) Review subject material provided by NRC. which will serve as a foundation '

for developing a long range program plan. These materials may be supplemented with additional materials. as appropriate, from the contractor or NRC.

i- 3) Provide support during technical discussions between NRC and MEPNS and document and consolidate.rr9eting notes on a daily basis for team review and

, upcoming meetings. Also, assist the NRC interpreter / translator during the trip in drafting an official protocol documenting regulatory assistance activities for inclusion in a'long range program plan.

4) Upon return to the U.S., the contractor shall draft an official trip report.;with program plan incluaed. which will document all agreed-upon .

> activities and list the mee'ing t participahts. If necessary. NRC will arrange _

.L to trahslate any material provided by Ukraine for inclusion into this final I report. When this report has been completed, it will be forwarded by the l_ . contractor to the NRC.-

l 9.0 CONTRACTOR-ACOUIRED MATERIAL

-NRC must be notified in writing when acquisition of any capital. FIP, or word-processing equipment is anticipated.

10.0 DELIVERABLE PRODUCTS / SCHEDULE The contractor may provide comments. If any, on NRC-provided materials before the Kiev visit. Also, the contractor shall document daily meetings and activities and prepare a daily qummary if requested. In addition, a summary of the week's activities shall be provided to NRC staff before departure from Kiev. Upon return to the U.S.. the final report _will be drafted by the

- contractor and--forwarded to the NRC._ The final report draft should be received by NRC by January 12, 1998, and NRC may request a revised-draft of the_ report after NRC review. The NRC will assure that any material requiring-translation for= inclusion into the final- product will be provided to the contractor in as timely a manner as possible after the translation is received by NRC.

-11.0 TECHNICAL ~ DIRECTION Michael Warren:isLdesignated the NMSS Technical Monitor. -Technical instructions may bel issued from time-to-time during the duration of this task.

Technical nstructions will not constitute new assignments of work or changes-of such nature as tol justify an adjustment in cost or period of performance.
