EMERGENCY PREPAREDNESS ACTIVITIES AT FORT ST. VRAIN
Dear Sir,
Public Service Company of Colorado (PSCo) would like to take this opportunity to update the Nuclear Regulatory Commission concerning activities taking place at Fort St. Vrain Nuclear Generating Station with regard to emergency preparedness.
The facility has been identified as having some deficiencies in this area in the past, however, several corrective actions have been planned, implemented and/or completed.
The attached is a summary of major activities taking place in the area of emergency preparedness and is intended to keep the NRC notified of our ongoing progress.
It addresses the following areas:
Emergency Preparedness Staffing, Emergency Preparedness Staff Training, Overall Emergency Preparedness Training, Utility-Government Interface, Emergency Response Facilities, Emergency Exercises, Independent Audit / Observation, and Industry Review.

o Attachment to'P-86289 April 30, 1986 Emergency Preparedness Staffing The Nuclear Production Division of PSCo currently has three individuals who are directly associated with Emergency Preparedness (EP) activitiess The Technical / Administrative Services Manager has been designated by the Manager, Nuclear Production as the facility's Emergency Planning Coordinator (EPC). The EPC has overall control and direction of any activities associated with EP at Fort St. Vrain.
To directly assist the EPC, an engineer position in the Technical Services Department has primary duties of EP planning, including procedure review / revision, EP surveillances, emergency response facility (ERF) upkeep and coordination, company liaison with local government agencies and other activities.
Since FOSAVEX-85, the duties of this engineer position have been dedicated to EP activities.
Also, a technician position within the Technical Services Department has been created and filled to assist with EP activities, such as procedure review / revision, EP surveillances and ERF coordination. The Training Department of Fort St.
Vrain has recently hired an instructor for the specific purpose of Emergency Preparedness training. This instructor is directly responsible for on-site and off-site training of both company and support personnel.
Some of these positions have other collateral duties associated with the operation of Fort St. Vrain, however, the primary priority of the engineer, technician and instructor are emergency preparedness activities. Staffing requirements are reviewed on an annual basis.
Eme gency Preparedness Staff Training The staff assigned to EP duties, as summarized previously, attends relevant training courses, seminars and workshops. Various Institute of Nuclear Power Operations (INPO) seminars and workshops have been attended by the EPC, corporate management, and media relations personnel to acquire concepts to improve Fort St. Vrain's programs.
Members of the EP staff attend short courses in emergency preparedness provided by industry groups, and participate with other industry emergency planners within NRC Region TV in semi-annual seminars which address emergency preparedness activites including, existing, new, and proposed regulations, procedures, exercises and facilities.
These seminars are held at various plant sites within Region IV to allow the participants to familiarize themselves to other facilities and procedures.
The Region IV Emergency Planners Group also encourages observation of other member's facility exercises for further edification.

O Attachment to P-86289 April 30, 1986 Overall Emergency Preparedness Training The overall training program associated with EP is reviewed and approved jointly by the EPC and the Superintendent of Training. This program includes individual ERF training and drills, specialized team training, departmental training, and corporate training in various specialties associated with EP. The training program has recently been reviewed and upgraded. Acquisition of the dedicated instructor and the ongoing accreditation process at Fort St. Vrain has greatly enhanced progress.
Utility-Government Interface Public Service Company of Colorado has greatly increased the contact with local governmental agencies, including the State of Colorado, Division of Disaster Emergency Services (D00ES), Weld County Emergency Services, and the Colorado Department of Health.
Meetings with these various groups are scheduled routinely to discuss proposed procedural, facility, or command revisions.
These meetings have developed a better working relationship between all involved.
Facility tours to familiarize state and local personnel with Fort St.
Vrain operations and emergency response facilities are also conducted.
Some of the more recent activities in this area include review of the Forward Command Post (Emergency Operations Facility) layout to gain better interaction between utility, state and NRC personnel, and the control / coordination of a recently installed backup-notification, siren system in the Town of Platteville.
Emergency Response Facilities The emergency response facilities (ERFs) are reviewed periodically for layout, equipment, miscellaneous supplies, and other factors.
Proposed layout changes for facilities where PSCo and other agencies have joint occupation are reviewed cooperatively with those agencies involved.
- Again, through this interaction, a better working relationship has been established between the groups. Currently, the facility's Forward Command Post is being evaluated for better coordination between the utility and government agenicies who are present at the Forward Command Post during an emergency situation.
Attachment to P-86289 April 30, 1986 Emergency Exercises Fort St. Vrain exercise scenario and controller packages have always been prepared by PSCo personnel. A deficiency noted during our 1985 annual exercise was a lack of formality in this area with reference to the appearance of the scenario and controller packages, explicit controller / message forms, etc.
Although we do not believe this formality is required to effectively exercise our emergency preparedness program, we have contracted outside assistance this year to " formalize" our exercise presentation.
The lack of scenario realism continues to be a problem at Fort St. Vrain. Since we are required to exercise to all levels of emergency classification (i.e.,
up to a GENERAL EMERGENCY), the supporting radiological effluent data required to achieve those levels are roughly a factor of sixty higher than expected values.
PSCo is in the process of preparing a request for exemption of the requirement to exercise to the GENERAL EMERGENCY level.
Independent Audit / Observation The PSCo Quality Assurance (QA) Division has recently upgraded and increased their surveillance of the facility's emergency preparedness activities.
The facility is presently undergoing an extensive audit of the EP plan and procedures, based on NUREG-0654.
.This audit is being conducted jointly by the Nuclear Facility Safety Committee and the QA Division. The audits used during drills and exercises have also been re-evaluated and upgraded
_ Additionally, the QA Division will no longer provide controllers during exercises in order to ensure a strictly independent view of EP operations.
Industry Review The facility has increased the use of industry reviews to provide possible program upgrades at Fort St. Vrain. These reviews are in various forms, from periodic review of INPO's Nuclear Network information and participation in INPO exercises at other facilities, to periodic Region IV Emergency Planners conferences.
Through experience gained visiting other facilities, review of other facilities' plans and procedures, and discussions with emergency preparedness personnel from other utilities, several concepts are presently being evaluated for incorporation at Fort St. Vrain. Among the concepts presently being evaluated are an emergency phone roster system to reduce frequency of actual plan / procedure revisions, ERF status board upgrades, simplified emergency notification procedures, improvements in public relations / media relations emergency communications, and others.
