Dear Mr. Secretary:

I am pleased to submit the Nuclear Regulatory Commission's (NRC) FY 1999 Annual Federal Plan of Executive Agency Actions to Assist Historically Black Colleges and Universities (H3CUs). Consistent with Executive Order 12876, the NRC has established HBCU Program goa's for FY 1999 based on a percentage of the NRC budget for grants, contracts, and cooperative agreements available for institutions of higher education. The NRC's program is conducted under a cooperative agreement with Oak Ridge institute for Science and Education.

Our projected funding goni for FY 1999 is $200,000 or 5.2 percent of our available funds.

The progrwii is designed to enable students and faculty members from HBCUs to conduct research at designated Federal facilities in several areas of science and engineering. The primary goal of receiving training and educational benefits for participants will remain the same.

Hcwever, beginning in FY 1998, the NRC Plan will suppart HBCU student and faculty research and development appointments which target assignments specifically related to NRC's mission.

Consistent with the request from Catherine W. LeBlanc, Sections 1.A through 1.F in Enclosure 1 include major program objectives, projected dollar awards for FY 1999, and planned research/ program activities. Enclosures 2 and 3 list FY 1997 faculty and student participants, by institution and discipline.
