(JBH) is a New Mexico based construction company, established in 1959, currently employing over 600 field and administrative employees in NM, AZ, TX, NV, and VA. In 2006, JBH participated in a joint-venture (JV) entity named H-Y Tech Mechanical &
Construction Services, LLC. This JV built and managed a (NQA-1) Nuclear Quality Assurance Program required for work at the National Enrichment Facility (NEF) built in Eunice, NM from 2006-2011. Under this program, the entity completed over $300,000,000.00 work of general and mechanical construction projects, employing hundreds of New Mexicos tradesmen and women in administrative and field positions, while providing much needed tax revenue for the State of New Mexico throughout the Great Recession time period.
The employee base that was built from that project has anxiously been awaiting another comparable opportunity to use the unique NQA-1 construction knowledge base within New Mexico. Holtec is proposing this opportunity. The intended Holtec Facility has the potential to create jobs and prosperity in the state, infusing the anemic economy with desperately needed employment opportunities.
We support the US Nuclear Industry and believe that Holtecs HI-STORE Consolidated Interim Storage Facility is the best option, favored over the onsite storage of spent fuel at our Nations nuclear power plants. Holtecs HI-STORE Consolidated Interim Storage Facility is a single site approach that would allow final stages of decommissioning to occur at some nuclear plant sites, reduce interim costs for spent fuel rod storage, and greatly reduce nuclear civil power generation liability in our country. JBH is in strong support of the Holtec HI-STORE facility being built in our great State of New Mexico.
JBH submits this response in support of the proposed facility, a positive extension to the work of NEF, WIPP, and the DOE National Laboratories in the state of New Mexico. JBH urges the NRC to support this project for the long-term well-being of the Nation, this state, its economy, and its residents.
