3 This is the second day of the 675th Meeting of the 4

Advisory Committee on Reactor Safeguards. I'm Matthew 5

Sunseri, the Chair of the ACRS. I will conduct a roll 6

call. Members, please acknowledge your presence. Ron 7

5 session. The outline for today looks as follows.

1 We're going to begin with an open session here with 2

NuScale, and then it's mainly just to close out from 3

yesterday's session to see if there's any follow-ups 4

or final comments from members that need to be 5

addressed.

6 We'll allow the public an opportunity to 7

make some final comments for that session, and then we 8

will break off and close down the transcript and go 9

into a closed session with NuScale offline. We will 10 be in closed session more than likely until 1:30 today 11 at which we'll break for lunch, and then return in 12 open session at 2:30 today to take up the TRISO report 13 on the topical -- the report that we're preparing on 14 TRISO. Sorry for getting tongue-tied there.

15 That will be an open session and most 16 likely the time where we will come back into open 17 session. But since there is a little bit of 18 uncertainty about what the schedule looks like this 19 morning and there's a potential that we could come 20 back into open session with NuScale, we are going to 21 have the ACRS staff monitoring the public line and 22 providing periodic updates. And Scott Moore, are you 23 available to discuss the logistics for that?

6 have a staff member, likely Larry, come on -- one of 1

our branch chiefs come on, on the hour and give an 2

update each hour between now and lunch for anybody 3

that's on the public line. So once each hour, we'll 4

give an update.

5 CHAIR SUNSERI: Okay. Thank you. I just 6

want to be open and fair on this with the expectation 7

so that people just -- well, I really don't anticipate 8

coming back open until 2:30. But as we said, it's a 9

contingency. And then we had some challenges with 10 Skype yesterday, and I'm going to ask Christiana Lui 11 of our staff to give us some update on the virtual 12 meeting protocol and how we may avoid some problems 13 today. Christiana?

14 MS. LUI: Okay. So one of the things that 15 we have reminded everybody several times is that when 16 not speaking, please, please mute your mic. And 17 yesterday, we understand that it was a very engaging 18 session. But there were at one time simply too many 19 open mics, and that degrades the sound quality for 20 everybody.

21 So what we're going to do today is that if 22 we sense that it's going back to that particular 23 stage, we're going to place block mute on everybody.

7 will remind everybody once we release the block mute, 1

please go and then mute yourself if you're not 2

speaking. We understand that sometimes people open --

3 I mean, keep their mic open so they can jump in as 4

soon as possible.

5 I think that we have conducted enough 6

virtual meetings, people will know to wait a little 7

bit for people to open their mic. Part of the reason 8

we're going to have to do the block mute because there 9

are too many people on the session for us to be able 10 to scroll up and down and take your individual mic.

11 That would just simply take too long.

12 Therefore, please watch your mic. And if 13 you have your mic on the Smart Mic setting, in other 14 words, that some of the mics will be set in such a way 15 as soon as there is a sound, you are open 16 automatically. Sometimes your mic is actually open 17 when you're not intending to speak. While you're 18 shuffling paper, there's some background noise. So be 19 careful with that.

20 And if we do sense that there are more 21 degradation, we're looking to where there is some 22 system server issue. Yesterday, we confirmed that 23 there was not a system server issue. So whatever was 24 happening was happening locally within our session.

cooperation today to carefully monitor your mic when 2

5 And that's a good reminder. I mean, it's -- okay. So 6

the last thing I wanted to say here just as a 7

reminder, when we go into the open session on the 8

TRISO report, I just want to acknowledge that Members 9

Petti and Vice Chair Rempe will be recused from the 10 TRISO discussions. So with that, we can now go into 11 the --

12 VICE CHAIR REMPE: Matt, just to be clear, 13 though, we are expected still to listen in and make 14 factual corrections or not?

15 CHAIR SUNSERI: Yes. I mean --

16 VICE CHAIR REMPE: Okay. Thank you.

17 CHAIR SUNSERI: Members do not participate 18 in the outcome of the deliberation but may provide 19 factual corrections. Okay. So that's it. We can now 20 go into the NuScale business. I would ask if any 21 members have any follow-up questions from yesterday's 22 session after you had a chance to think about it.

2 MEMBER KIRCHNER: Quite all right, Mr.

3 Chairman. So I'll just, at this point, turn to my 4

colleagues. And does anyone want to make a statement 5

before we break off from this open session and go to 6

the closed session?

7 Mr. Chairman, hearing no input from my 8

colleagues, I think we should proceed to the closed 9

session and the staff's presentations.

10 CHAIR SUNSERI: Okay. And just before we 11 do that, I just want to, once again, remind everybody 12 we are in open dialogue on this topic. And what 13 you're hearing a lot of times is individual members 14 comment probing the topic. But I would remind 15 everybody that the ACRS has not formulated any 16 conclusions or opinions on any other topics that we 17 are discussing this week. And we'll only do so and 18 communicate those through our written reports.

19 So I just wanted to keep everything in 20 perspective as we proceed through these deliberations.

21 So I guess at this point, we can open the public line 22 up to see if there's any public comments for our 23 interest at this time. So Thomas, can we open the 24 public line?

5 MS. FIELDS: Yes, this is Sarah Fields 6

with Uranium Watch in Monticello, Utah. I hope that 7

the transcript of these proceedings will be made 8

available as soon as possible. These transcripts are 9

relevant to the public. They're relevant to people in 10 Utah who will be rate payers for a proposed NuScale 11 design project.

12 The transcripts are relevant to NRC 13 rulemaking that has to do with emergency planning. So 14 I hope as soon as possible these transcripts and any 15 letter report that comes from this week's 16 deliberations will also be made publicly available as 17 soon as possible. Thank you.

20 MR. BURKHART: Hey, Matt, this is Larry 21 Burkhart. I'm on the public line. I just wanted to 22 let everyone know with respect to the updates you were 23 talking about -- Scott was talking about that I will 24 provide the first update at 11:00 o'clock about the 25 NEAL R.
