20555 PLANT V0GTLE - UNIT 2 NRC DOCKET 50-425 CONSTRUCTION PERMIT CPPR-109 RESPONSE TO BULLETIN 88-01 "DEEECTS IN HESTINGHOUSE CIRCUIT BREAKERS" Gentlemen:

The subject NRC Bulletin, dated February 5,

1988, requested that Georgia Power Company submit a letter cf confirmation for completion of checks and inspections for certain Westinghouse circuit breakers.

By our letter of April 7, 1988, we provided the confirmation for Plant Haten and Plant Vogtle Unit 1.

At that time we stated that the confirmation for Plant Vogtle Unit 2 would be performed and the results submitted prior to initial fuel load.

The checks and inspections required by the Bulletin were completed June 6,1988.

The purpose of this letter is to submit the results of the breaker alignment checks and pole shaft weld inspections for Plant Vogtle Unit 2.

Of the five Westinghoose breaker types cited in the Bulletin, only the DS-416 type breakers are used at Plant Vogtle.

The four Unit 2 DS-416 breakers in safety-related applications were examined using Maintenance Procedure 27765-C, "Westinghouse Type DS-416 Circuit Breaker Maintenance",

Revision 10.

Both the short-term and long-term inspection requirements of the Bulletin were performed at the same time.

The pole shaft for Reactor Trip Bypass Breaker

'B' was rejected based on ti:e size and length of one weld.

The subject pole shaft was replaced with a s.,are shaft which passed inspection.

The remaining welds which were inspectci were satisfactory.

Alignments were also satisfactory.

This letter concludes our response to the subject Bulletin.
