Chilk, secretary U.S. Nuclear Pagolatory Connission 1717 H Street, NW Washington, DC 20555 Dear *8eorvdry"Chilki On May 9, 1988, the Comission published a proposed rulo change to its emergency planning requirements for fuel loading and low power testing of nuclear power plants.
The proposed rule change would eliminate many existing low-power requirements, including submittal of offsite emergency response plans, training of offsite response personnbl, and public notification syrtans (most contwnly sirens).
As Chairtun of the Amesbury Board of Selectmen, and on behalf oi the residents of this community, I vigorously oppose the amend:unt to the established safety standards. The proposed rule has been developed solely to benefit the utility's interests. Thw NRC has once again put the financial considerations of Seabrook Station and its investors ahead of public safety. To attempt to provide a low-power license to a plant when final licensure is in serious doubt further displays why the general public has little or no trust in the NRC.
In the interest of public safety and public confidence, I urge the Cormission to reject this eleventh hour attempt to salvage Seabrook Station and make the owners of Seabrook prove beyond a s edow of a doubt the Seabrook is safe before any level of power is allo d.
