OF ANL.W I-am writing to you in support of the Proposed Rule for Clarification of the NRC's'Public' Notification Requireuents which must be met prior to low-power licensing.

I believe that misunderstandings and subsequent misinformation have been the single largest barrier to the licensing of Seabrook Station.

The time has come to cut through.the political rhetoric that is impeding the opening of Seabrook and which could, in t1me, cripple New England with its negat'ive impact on energy issues.

It is essential that our federal and local government begin to take some responsibility -for the protection of its people from disaster-whatever the source-through appropriate emergency planning. To turn our backs on these needs in an effort to stop the production of power at Seabrook can only serve to propagate the fear and nisunder-standing of nuclear power among those people who will live and work with it in the future.

I believe that power operations at Seabronk Station will be both safe and efficient, and protection of the public will remain paramount to its owners and operators.
