Reference:

Proposed rule change allowing low power licensing of Nuclear Power Plants prior to full implementation of a public notifi-cation system required for commercial operation.

Specifically, Seabrook Station in coastal New Hampshire.

I have had an opportunity to tour said facility and follow it's construction and subsequent testing. The facility, I believe, is the safest in the industry constructed to date.

Accordingly, Seabrook should receive it's low power license not only on the basis of construction safety, but on the basis of it's continued and repeated attempts to institute a public notification system.

New England's power grid at this point in time is stressed to the maxir.um limits and in danger of f acing repeated "brown-outs".

Therefore, your proposed rule change is in line with the intent of the law and of dire importance to New England; let alone New Hampshire. Please give serious consideration to a "yes" vote on this issue.
