Dear Sirs:
The Commission, in its effort to fulfill its responsibilities rescrdins the resuletion of commercial nuclear Power facilities, has proposed a clarifict-tion of the reautrements for Permitting low Power testins.
Specifically, the Commission hcs indierted that Public notification sustems are not reouired to be in ricce cnd operational for a facility to be euthorized to Perform low Pocer te: tins.
I completele support the Commission's Position.
Due to the Politiccl ambitions of Messachusetts Governor Dukakis and the activities of nessachusetts Attorner Generel Office, the Commission hes been forced to consume more of its valuable t i rr.e and administrative resources to counter deliberate misuse of the nuclear Power Plent licent ins proces s.
I ccmmend the Perserverance of the Commission and its staff in their efforts to essure thet this licensins Process, which has been suceetfullw implemented throushout the United States numerous times, is assin ellowed to be ProPerlw exercised for the Secbrook Nuclear Power Station.
If Secbrook Station has been constructed to all the safety standards, and if it is Prepsred to operate within its license conditions.r then on19 the Nuclear Resulatoru Commission should retain the authority to Permit its operation, at anu Power level.
