Dear Mr. Lieberman:

This letter confirms telephone conversations of June 23 and 24, 1988 between yourself, Hovard Wong and Glenn Trzyna regarding the disposition of a $100,000 Civil penalty for Zion Station. Commonwealth Edison' Company has waived the right to a hearing on the issue and has elected to pay the Civil penalty. Enclosed is a check for $100,000.

Our discussions also informed you of Commonwealth Edison's intention to provide additional information and comments in future correspondence concerning your letter of May 26, 1988. It is our understanding that this arrangement is acceptable to you.

Please direct any questions that you may have to Ccmmonwealth Edison's Nuclear Licensing Department.
