Attn: Docketing and Service Branch U.S. Nuc' lear Regulatory Wmion Washington, DC 20555 I understand that a vote will be taken soon reganiing the need to have a fully operational siren notification system in place prior to granting Seabrook Station a 5% license. As a concermd citizea of Few Harrehire, I am writing to urge the ocanission not to require a full system prior to approving Seabrook's 5% license.

'Ibe siren notification system is just not important enough in a 5% made to warrant further delay in licensing the plant.

'Ibe risk is miniscule that the system would be required under 100% power ard is nona'cistent at 5%.

Nothing but further needless delay will result if the Comnission supports the need for a fully orzational systen. 'Ihe plant's licensirs process needs acunentum as the power is needed today.

Voting that a fully operational systen is not a requirement is the only responsible act.
