Proposed Clarification of requirements for Low Power license Dear Sirt' As a concerned citizen living cutside 10 miles of the Seabrook pcwer plant, I support clarification of emergency plan requirements that must be in place for low power testing.

I feel a full scale public notification system is not necessary until a full power license is granted.

Experts have stated that any emergency would evolve slowly and the risk in the Seabrook plant is very low because of certain design factors.

Countless delays havt cost taxpayers and ratepayers billions of dellars. The plari is built and is a very safe and clean way to generate power for this area. Please expedite the lictnsing process so chat the nuclear industry can continue to contribute to a'ergy independence for out area.
