Dear Sirs:

The Seabrook Nuclear Power Plant has been ready to go on line for almost two years now! I need not bring to your attention the political philandering and anti-nuclear "wolf-crying" that has kept the plant from obtaining an operating license to date.

Based on the peak electrical demand reached in New England during the summer months of last year and the consistent high demand for electricity during the unseasonably warm days of June this year it is quite apparent that the power from Seabrook is needed and right now!

I heartily endorse the adoption of your proposed clarification of emergency planning requirements for low power plant testing. If it were not for the irrational obstructionism of the Commeonwealth of Massachusetts the emergency sirens for the six Mass. towns within the Seabrook EPZ would still be standing and your adoption of any rules clarification would be aute.

It is high time that the Federal government take the bull by the horns and exercise the authority mandated to it by the Atomic Energy Act. I as tired of seeing tin dictators such as Dukakis and Cuomo successful at blocking the operation of completed nuclear plants under the guise of "public safety". If these politicians were really concerned over the health and safety of the populations in their states they would be supporting the generation of electricity by nuclear reactors, particularly here in the northeast where acid rain has become such a prevalent problem.
