TRANSMITTAL OF REPORT CONCERillhG LLW STABILITY We are transmitting for your review and coment a report titled "Current s

Status and Proposed Action for Regulation of LLH Stability,' which has been prepared by the Engineering Section Staff under the direction of Dr. Michael Tokar. This report was prepared over the past three ironths in response to a number of questions raised about the current review criteria for ineeting LLW stability requirerients. The report identifies current review criteria and procedures, and discusses problems encountered in these reviews.

The report provides a number of conclusions and recomendations.

Two alternatives are provided for updating the existing review criteria.

These are (1) form a task group to study the need for more appropriate tests and criteria, and (2) retain current tests and criteria with minor modifications as appropriate. The task group approach would require 15 months to complete the study, fo11cwed by peer review and development of a new technical position. This could result in a new round of reviews for existing and any new topical reports early in 1991.

If implemented at reactor sites, a period of up to two years inay be necessary for new systems.

In the meantime the current technical pcsition would be followed.

The second approach, retain current criteria and make modifications as appropriate, would require a limited amount of staff resources to provide some modifications to the current tests and criteria. These modifications would be based on staff experience to date, and coments received from ACNW and outside review groups. The current battery of tests are working as a collective group to eliminate poor waste forms and this approach is consistent with the resources budgeted for this activity.

Based on resource limitations over the next several years, we recomend that the second r,pproach be taken. Also, in our judgement, the long term task study would rot be timely. Many of the new disposal facilities (after 1993) will g/h [
