Secretary of the Commission Atto: Decketing and Service Branch U.S. Nuclear Regulatory Commission Washington,'.C. 20555 D

Dear Sirs; Please proceed expeditiously to adopt the proposed clarification of emergency plannine requirements for low power licenses to allow Seabrook Station to perform 5% testing.

Nuclear power is safe, clean, and reduces dependency on foreign sources of energy. I believe it is in the nationalinterest to license Seabrook Station as soon as possible.

Sincerely, g
