Dear Sirs; Please proceed expeditiously to adopt the proposed clarification of emergency planning requirements for low power licenses to allow Seabrook Station to perform 5% testing.

Nuclear power is safe, clean, and reduces dependency on foreign sources of energy. I believe it is in the national interest to ilcense Seabrook Station as soon as possible.
