Director's file In response to your May 1988 monthly report, progress to date under FIN A1764 is satisfactory. This letter provides comments on the May 1988 monthly report, as well as the Pathways Identification Report that Mr. Shipers provided to me under Subtask 2.1 of FIN A1764.

I comend you for transmitting the May report well in advance of the routine deadline for submissier of monthly reports. Please continue to provide monthly reports to me on or before the 15th uf each month. Based on my review, I have four corrants about this report. First, the report responded satisfactorily to my concerns about delays in reporting travel costs. Second, I compliment Mr. Shipers and Ms. Harlan on their trip report for the visit to Richland, Washington, on May 3-5, 1988. Third, I request that you include a current listing of the documents in the SNLA LLW technical library in the July monthly report, if such a report is already available. Finally, I request that you contact the NMSS PM to seek approval to participate in meetings and other activities that are not already included in the work plan. Such prior

approvals should eliminate uncertainties about the appropriate level of participation by FIN A1764 investigators in these activities (e.g., the February 1988 NRC/SNLA Performance Assessment Meeting). The approvals should also assist SNLA investigators in focusing their efforts on timely completion of FIN A1764 tasks.

I have also reviewed the Subtask 2.1 Pathways Identification Report that I received by telefax on June 16 and by mail on June 21. The telefax of the report was 4 days after the June 12th deadline for tPe report. Although I appreciated Mr. Shipers' advanced warning of the delay, you should take appropriate action to ensure that similar delays do not occur with future deliverables. As we have discussed several times, tinely completion of high quality products under FIN A1764 are essential to NRC's low-level waste management program.

With respect to the content of the report, it appears that the report fulfills the objectives described in Subtask 2.1 of FIN A1764. However, the report could be significantly improved by making the following modifice.tions.

Conclusions and assertions presented in the report need to be supported t'y appropriate references. The report contains numerous assertions and generalizations that are not adequately supported. The description of pathways should be reviewed to ensure that it is complete. Several significant pathways and processes have been omitted fron the report. -2 JUN 2 81998 report omits important processes that contribute to the mobilization of radionuclides from the waste, such as diffusion, desorption, and ion exchange.

The report should be revised to ensure consistent use of terminology (e.g.,

diffusionandadvection). The enclosed mark-up provides additional editorial coments that would enhance the quality of the report.

The action taken by this letter is considered to be within the scope of work for FIN A1764 This letter does not authorize changes in costs or schedules of products or services under FIN A1764.
