Enclosed in this letter is the calendar year 1998 Annual Report on the Effectiveness of Training

in the Nuclear Industry. The report is based on the NRC's (1) review of training-related issues derived from Human Factors Information System data, (2) observation of the INPO accreditation process, (3) conduct of for-cause training inspections, and (4) review of the results of operator licensing inspection and oversight activities. The report concludes that the INPO accreditation process continues to be an acceptable means of ensuring that the systems approach to training requirements contained in 10 CFR Parts 50 and 55 are being met. Although NRC monitoring has provided some indications of limited specific weaknesses in training programs, overall, all 1

indicators suggest that the industry is implementing training programs in accordance with the i

regulations.
