JUSTIFICAT10N, DISCUSSION AND NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION The proposed changes to Technical Specification Section 5 are necesstry to reflect forthcoming changes in the organizational structure at OPPD.
Specifics are as follows:
A Manager - Security Services position has been created.
This position reports to the Division Manager - Nuclear Production.
The previous arrangement consisted of the Security function for the station reporting directly to the Station Manager. The Manager - Security Services assumes responsibility for security functions at the station.
This change is reflected on Figure 5-1.
Fire Protection responsibilities are reflected for this position by an asterisk.
The Supervisor - Security position, currently designated as reporting under the Manager - Fort Calhoun Station, has been removed from this reporting chain.
This position and the security force now report to the Manager - Security Services described above.
This change is reflected in Figure 5-2.
The title for the position of Supervisor - Administrative Services and Security remains as an interim title, although the Security functions reporting to it have been transfered to the Manager - Secutiry Services.
These changes will increase the level of attention given the security function at OPPD, will not reduce any Technical Specification margin of safety, and do not alter any plant operation which could increase the proba5111ty of an accident or consequences thereof.
The change is administrative in nature and serves to enhance the management structure of the Company.
The change does not meet the criteria of an unreviewed safety question, and certainly does not involve Significant Hazards Considerations.
If the change did not affect a figure included in the Technical Specification, NRC concurrence would not be needed. Therefore, no significant hazard exists.
The second change involves the maintenance support structure at Fort Calhoun.
The two existing supervisors reporting to Supervisor - Maintenance have been replaced with 6 supervisory positions, one for each maintenance craft. That is, Supervisor - I&C and Electrical Field Maintenance and Supervisor -
Mechanical Maintenance have been replaced with Supervisor - I&C, Supervisor -
Electrical Maintenance, Supervisor Maintenance Support, Supervisor - General Maintenance, Supervisor - Machine Shop Maintenance, and Supervisor - Pressure Equipment.
This allows for greater first line supervisory attention for the i
various crafts, and for increased supervisory attention in the field.
No effect on plant systems is envisioned from these changes.
The changes are administrative and managerial in nature, as noted above.
The changes will not affect any margin of safety as defined in the Technical Specifications, The third change involves membership of the Plant Review Committee (PRC).
Because the aforementioned change to the position of Supervisor I&C and Electrical Field Maintenance Technical Specification 5.5.1.2 must also be changed.
The current PRC member position of Supervisor - I&C and Electrical l
has been removed.
The Plant Review Committee membership will be expanded by one member.
The two new members will be the Supervisor - I&C and Supervisor -
l Electrical Maintenance.
This change is administrative also, and does not involve Significant Hazards Considerations.

-l Fourth, several changes are being made to designate the Senior Vice President i
responsible for the operation of Fort Calhoun Station as Senior Vice Prtsident
- Nuclear Production, Production Operations, Quality Assurance and Regulatory j
Affairs, and Production Engineering. The former arrangement included the reporting of the Fuels Division to this Senior Vice President. This change reflects the addition of a new Division, Production Engineering to OPPD's i
structure.
This Division, reporting to the same Vice President as the Nuclear
)
Production and Production Operations Divisions, will perform the engineering l
j function and support for OPPD's operating facilities.

The change being made is also made to
