Dear Mr. Grimsley:

This request is made pursuant to the Freedom of Information Act (FOIA), 5 U.S. C. 522, as amended. UNION ASSOCIATES submits this request to the Nuclear Regulatory Commission (NRC) to obtain documents regarding the following:

THE FEBRUARY 18, 1983 MEETING AT THE SHOREHAM NUCLEAR PLANT AMONG NRC REPRESENTATIVES, LONG ISLAND LIGHTING COMPANY (LILCO) PERSONNEL, STONE & WEBSTER ENGINEERING (S&W) PERSONNEL AND OTHERS.

In your response, the NRC should consider "documents" to mean any and all forms of written communication, including internal NRC staff memoranda. Your response should also include, but not be limited to, the following:

reports, studies, plans, graphs, charts, diagrams, memoranda, correspondence, test results, working papers, meeting notes and minutes, computer records and print-outs, notes and summaries of conversations and interviews.

These documents are specifically requested from, but not limited to, the following offices of the NRC:

Office of Investigations Office of Inspection and Audit Office of Nuclear Reactor Research Office of Inspection and Enforcement Office of Nuclear Regulatory Research Office of Analysis and Evaluation of Operational Data Operating Reactors Branch of the Division of Licensing.

UNION ASSOCIATES requests the NRC to provide all documents prepared or utilized by, in the possession of, or routed through the NRC containing any and all information related to the following. ,,

1. Purpose of the February 18, 1983 mee.i g among LILCO, S&W and NRC staff.
2. All attendees or other participants at the meeting.
3. Job titles of attendees or participants.
4. All documents prepared by LILCO or SLW for use at the meeti ng.
5. All documents prepared by NRC for use at the meeting.
6. Meeting notes and/or minutes.
7. All fo; low-up documentation prepared by the NRC and/or LILCO and S&W, especially those docusests which describe conclusions reached at the meeting or actions taken as a result of the meeting.
8. Any document describing instructions by HRC personnel to William J. Museler, especially those documents describing NRC instructions to Museler regarding Category II, Seismic Inspections or discussions related to Category II, Seismic I components.

There was a meeting betwuen LILCO personnel and NRC h fNOTETONRC:

staff in Bethesda, Maryland, on February 16, 1983. We are not interested in the meeting in Bethesda. The meeting covered by /

with your research I'd like to give you the f acts which we know -

about the Shoreham meeting. Much of the meeting concerned the Readiness Assessment Team's findings during their January 1983 s inspection (322-50/83-02). NRC open item 322-50/82-30.03 regarding Category II, Seismic I components at Shoreham was discussed at this meeting, as well. Attending that meeting were James C. Higgins (NRC), E.B. Greenaan (NRC), William J . Museler (LILCO), Robert Wiesel (S&W) and others.

In your response, please identify which documents correspond to each request itemized above. If any of the material covered by this request has been destroyed and/or rencved, please provie all surrounding documentation, including, but not limited to to a description of the action ts) taken, relevant date (s) and justification (s) for the action (s).
