DUANE ARNOLD OPERATOR LICENSING REQUALIFICATION INSPECTION

REPORT 50-331/98020(DRS)

Dear Mr. Franz:

On December 4,1998, the NRC completed a Licensed Operator Requalification Training

program inspection at your Duane Arnold Energy Center (DAEC) Nuclear Power Station. The

enclosed report presents the results of that inspection.

During the 1 week inspection period, your staff's implementation of the training program was

1

generally characterized by safety conscious operations and sound evaluation of licensed

operator performance. Also, the examination materials prepared by your training staff were

judged satisfactory. The inspectors concluded that the requalification training program was

satisfactorily implemented in accordance with 10 CFR Part 55 requirements. However, the

inspectors noted some minor deficiencies in the implementation of the program with respect to

'

examination security.

During control room observations, the inspectors determined that operators conducted plant

activities in a safety-focused manner as reflected by the implementation of a daily end of shift

i

brief. However, the inspectors noted two instances of inattention to detail by operators in

recognizing minor plant inconsistencies.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosures will be placed in the NRC Public Document Room.

A
