20555-0001 We have completed a review and update of the Emergency Plan for the AGN-20lM reactor located at the University of New Mexico - Docket 50-252. An update bar on the right margin marks all changes since the last submittal. The majority of the changes are to bring the definitions of workers in line with those of the Radiation Safety Office and the Radiation Control Committee. While previously we had only Radiation Supervisors with unlimited access to the Laboratory building, there are now two classes: Supervisors of Use (Radiation Supervisors) and Radiation Workers without Direct Supervision, who may have unescorted access to the building.

This changes necessitated a number of changes in the sections on definitions, access, lock and key control, surveillance, identification, and enforcement. We have also updated locations of phones and emergency support phone numbers and have brought the specification of maintenance responsibilities in line with the Technical Specifications. The document is dated October 1998, but submittal was held up trying to obtain a letter of support from one of the j

emergency agencies. That letter was obtained and the revised plan, original and three copies, are hereby submitted for approval pursuant to 10 CFR 50.34.

We also have a change of position at the University. Dr. William Gordon who was the interim President of the University has been hired as the President of the University.
