The NRC staff forwarded to you, on December 1,1998, the safety evaluation report on the subject topical report, submitted by Westinghouse by letter dated February 6,1998. In the second paragraph of the cover letter, we had inadvertently left out the safety evaluation report (SER) date. Enclosed is the correct cover letter of the SER. Please replace the first page of the cover letter with the enclosure provided in this letter.

ACCEPTANCE FOR REFERENCING OF LICENSING TOPICAL REPORT WCAP-15025-P,

  • MODIFIED WRB-2 CORRELATION, WRB-2M, FOR PREDICTING CRITICAL HEAT FLUX IN 17x17 ROD BUNDLES WITH MODIFIED LPD MIXING VANE GRIDS" (TAC NO. MA1074)

The NRC staff has completed its review of the subject topical report which was submitted by Westinghouse by letter dated February 6,1998. The staff has found that this report is acceptable for referencing in licensing applications to the extent specified and under the limitations delineated in the report and the associated NRC safety evaluation, which is enclosed. The evaluation defines the bases for acceptance of the report. The staff will not repeat its review of the matters described in the WCAP-15025-P, when the report appears as a reference in license applications, except to ensure that the material presented applies to the specific plant involved.

in accordance with procedures established in NUREG-0390, the NRC requests that Westinghouse publish accepted versions of the subrnittal, proprietary and non-proprietary, within 3 months of receipt of this letter. The accepted versions shall incorporate this letter and the enclosed safety evaluation between the title page and the abstract and an -A (designating accepted) following the report identification symbol. The staffs requests for additional information (RAls) and Westinghouse's responses to RAls during review cycle shall be included as an appendix in the approved version of the topical report. In addition, Westinghouse must incorporate into both the NP and P versions of WCAP 15025 the statement: "The use of this methodology is subject to the four conditions in the staffs safety evaluation dated December 1, 1998." The 'A" designation shall not be used for the NP and P versions of WCAP-15025 until the changes described in this paragraph have been completed.

Pursuant to 10 CFR 2.790, the staff has determined that the enclosed safety evaluation does not contain propnetary information. However, the staff will delay placing the safety evaluation in

- the public document room for 30 calendar days from the date of this letter to allow you the opportunity to comment on the propnetary aspects only. If, after that time, you do not request that all or portions of the safety evaluation be withheld from public disclosure in accordance with 10 CFR 2.790, the safety evaluation will be placed in the NRC Public Document Room.

If the NRC's criteria or regulations change so that its conclusion that the submittalis acceptable are invalidated, Westinghouse and/or the applicant referencing the topical report will be expected to revise and resubmit its respective documentation, or submit justification for the continued applicability of the topical report without revision of the respective documentation.
