1 I am responding to your September 1,1998, letter, which requested information to address a constituent's concern about the cost of attending a conference sponscred by the American )

Nuclear Society (ANS). Your constituent, Mr. Raymond Shadis, expressed concern about not  !

being able to hear from public officials without paying admission fees.

My staff has traced the source of Mr. Shadis' concern to an ANS/NRC workshop on licensing 3

issues held in Rockville, MD, July 20-21,1998. Enclosed are copies of the Federal Reaister '

notice announcing the workshop, the Office of Public Affairs Home Page announcement, and the announcement issued by the ANS. The issue of fees to be charged to members of the public who wished to observe the workshop was not clearly addressed in any of these documents. Indeed, a reasonable person could concbde from these three that everyone had to pay a fee. However, Mr. Shadis sent an email on July 2,1998, to Samuel Collins, Director of l

i NRC's Office of Nuclear Reactor Regulation, raising, among other things, the issue of fees. Mr. '

Collins replied to Mr. Shadis on July 8,1998, clarifying that members of the public were welcome to attend and observe the proceedings free of charge. This clarification should have been received by Mr. Shadis in time for him to have attended the workshop, if he so desired.

Copies of the email and reply are also enclosed.

I am responding to your September 1,1998, letter, which requested information to address a constituent's concem about the cost of attending a conference sponsored by the American Nuclear Society (ANS). Your constituent, Mr. Raymond Shadis, expressed concem about not being able to hear from public officials without paying admission fees.

NUCLEAR REGULATOPY COMMISSION Utility /NRC Interface Licensing Workshop AG ENCY: Nuclear Regulatory Commission.

ACTION: Notice of meeting.

SUMMARY

The Nuclear Regulatory Commission and the American Nuclear Society (ANS) are co-sponsoring a workshop involving senior NRC staf f and key licensing officials representing the nuclear industry. The purpose of the meeting is to provide a forum for constructive dialogue on a number of important licensing issues. The workshop will consist of three sessions; each session will consist of three separate working groups discussing one of the following topics: (1) Communications between NRR Projects and Industry, (2) Licensing Submittals and Expectations, (3) Licensing Restart Issues after Prolonged Outages, (4)

Notice of Enforcement Discretion, (5) Project Management Workload and Prioritization of Licensing Actions, (6) Using PRA in Licensing Decisions, (7) Public Interaction, (8) Standard Technical Specifications, and (9) Commitment Management. The working groups will be cc-f acilitated by NRC and industry experts and will report back to the entire group following each session. The meeting is open to the public and all interested parties may attend. The fees for ANS members are $375 and the fees for nonmembers are $425. WORKSHOP ON LICENSING ISSUES I The Nuclear Regulatory Commission staff and the American Nuclear Society (ANS) will hold a two-day conference on licensing issues in Bethesda, Maryland July 20-21.

The conference will focus on: ways to improve communications between the nuclear industry and the I NRC's Office of Nuclear Reactor Regulation; licensing submittals and expectations; licensing restart issues after prolonged outages; Notices of Enforcement Discretion issued by NRC; project management i workload and prioritization oflicensing decisions; the use ofprobabilistic risk assessment techniques in 1 licensing decisions; public interaction; standard technical specifications; and commitment management.

The meeting, to be held at the Bethesda Marriott Hotel,5151 Pooks Road, Bethesda, is open to the public, although ANS requires a $375 fee for its members and a $425 fee for non-members. Sessions will be held from 7:00 a.m. to 5:30 p.m. on July 20; and from 8:00 a.m. to 3:00 p.m. on July 21.
