t A. Executive Summary i l '

l The Nuclear Regulatory Comndssion's (NRC) Faculty / Student Research Participation Program is designed to introduce students and faculty members from Historically Black Colleges and Universities (HBCUs) to research and development activities related to the mission of the NRC. The Agency's program is conducted under a cooperative agreement with Oak Ridge Institute for Science and Education. Participants

perform research and development activities associated with (1) NRC's technical assistance projects that '

are conducted at Department of Energy (DOE) laboratories, and (2) other projects conducted at DOE i laboratories where the subject matter and outcomes are NRC-mission related.  !

The goals of the Agency's program include the following:

e Assist faculty and students in becoming familiar with research areas related to the Agency's mission; l

e Continue support of technical research for HBCU college faculty and student education;  ;

e Strengthen the educational capacity of HBCUs; and e Encourage students to seek employment in scientific fields.

A primary objective of the Agency's program is to provide opportunities for faculty and students to participate in research and development studies at schools where more advanced equipment and technology are applied. l The Fiscal Year 20h0 President's Budget contains $170,000 for the agency's HBCU program. This represents a 20 percent decrease from $213,740 expended in 1999. This decrease is attributed to a decline in the Agency's resources for Fiscal Year 2000. The agency is in the process of formulating its Fiscal Year 2001 - Fiscal Year 2002 budget request to OMB. Currently, total dollars awarded to HBCUs is approximately 4 percent of total dollars awards to all Institutes of Higher Education.

I The total amount of $170,000 (planned Fiscal Year 2000 awards) will be awarded in the Research and i Development category. Solicitations will go out to undergraduate and graduate students and faculty at I HBCUs. All applicants will be considered for these awards. Final award decisions will be based on applicant capability, avail dility, interest, and availability ofprojects that are NRC-mission related. For l

on-campus research projects, assignments will_ be based on the capabilities of the HBCU for performing on-campus research work that is NRC-mission related. .

D. Planned Awards to HBCUs and Narrative Information Fiscal Year 2000 activities will involve projects that support the Agency's mission. Pnority of assignments will be as follows: (1) NRC's technical assistance projects that are conducted at DOE laboratories, and (2) l other projects conducted at DOE laboratories where the subject matter and outcomes are NRC-mission  ;

Definition of Terms The followine definitions should apply for the purpose of reportine the FY 2000 Annual Federal Plan Administrative Infrastmetum: The management and administrative framework of an institution of higher education.

Acency: All executive departments, establishments and agencies of the federal government.

Award: Funds that an agency provides to an institution of higher education under a grant, contract, or other assistance. -

Contract: A legal instrument reflecting a relationship between a federal agency and an institution of higher education where the principal purpose is to acquire -- by purchase, lease, or barter --

goods or services.

Direct Institutional Subsidies: Federal financial support to institutions of higher education for education and general expenses where the federal government e '.her places no restrictions on the uses to which the funds may be put or where the federal government provides a broad range of allowable activitie.< /ithin which the institution has discretion to use the funds.

Facilities and Eouinment: Stmetures, works, fixed equipment, major repairs, or alterations to:

structures, works, fixed equipment, facilities, on iand for use by an institution of higher education.

Also included in this category are major repairs and alterations to these sites.

Fellowships. Internships. Recruitment.Traineeships.and Arraneementsundertheintercovernmental I Eersonnel t Act GPAs): Cooperative education, student and faulty internships, visiting professorships, and personnel and student recruitment at institutions of higher education.

Grant: The method of transferring property, money, services, or anything of value to a recipient in order to accomplish a public purpose authorized by statute when the agency is not anticipated to be substantially involved in performing the activity. 1 Historically Black Colleces and Universities (HBCUs): The Higher Education Act of 1965, as amended, defines an HBCU as: "...any historically black college or university that was established prior to 1964, whose prin-ipal mission was, and is, the education of black Americans, and that is accredited by a nationally recognized accre<'iting agency or association determined by the Secretary (of Education] to $e a reliable authority as to the quality of training offered or is, according to such an agency or asso iation, making reasonable progress toward accreditation."

Institution of Higher Education OHE): Any postsecondary education institution in the United States or its territories that offers at least two years ofcollege-level studies. Qualified institutions are listed in the Education Directory: Colleges and Universities, published by the National Center for Edu' cation Statistics.

Measurable Obiectives: Agency activities orsupp6rt for HBCUs that can be quantitatively measured in dollar amounts or in discrete, non-financial units of measure.

- Program Evaluation: Actions to assess the effectiveness ofinstitutional programs and activities, as well as the effectiveness of federal programs and activities. In many cases, program evaluation (activities are conducted on a continuous basis and are frequently included as salaries or other budgetary expenses.

Research and Development (R&D_): Studies, observations, and other activities concerned with the identification, description, experimental investigation, and theoretical explanation of social, physical, and behavioral phenomena.' Implementation activities are also included in R&D.

Student Tuition Assistance. Scholarships. and'Other Aid: Federal funds awarded to an institution 3 of higher education for students or' awarded directly to students for payment of such charges as tuition and room and board. ,

I Technical Assistance: Direct help or services to institutions of higher education in key areas such as writing proposals, negotiating awards, managing programs and finances.

Third-Party Awards: Organizations or other entities receiving federal awards on behalf of one or more historically black colleges or universities. Examples of such entities include: the National Association for Equal Opportunity in Higher Education (NAFEO); The College Fund /UNCF; National Laboratories, such as Los Alamos or Lawrence Livermore; and various foundations and associations.

Training: Using profession'al personnel (federal and non-federal) to acquire or enhance knowledge or skills at an HBCU.
