As you know, on February 3, 1988 (ALA9-883) the Atomic Safety and Licensing Appeal Board granted two motions of the Massachusetts Attorey General to reopen the record and to admit c

l additional contentions on the early notification system in the l

Mar,sachusetts pottion of the Seabrook EPZ. The Appeal Board noted that upon receipt of the Applicants' alternative system the on-site Licensing Board should provide the Mass AG and the other patties "with a teasonable period in which to submit additional contentions challenging the adequacy of proposed substitute atrangements." ALAB-883 at 19.

Jetty Marcout Page Two on Maten 3, 1988, I received the Applicants' ovetview of theit alternative-system attached to a letter from PSNH to the NRC (NYN-88025). The desetiption of the system is only summary in fotm. The covet letter, however, states that a revised F9MA-REP-10 design report, presumably providing a more detailed description of the alternative system, will be forthcoming.

The enclosure also indicates that the system will be tested oy April 30, 1988, In the interest of economy of effott for this Board, as well as the: parties, I tespectfully request that the Board allow the Mass AG and other parties one month from the submission of the revised design report and any system tests to submit additional contentions on the alternative system. By doing so, the Board will eliminate the need for multiple layers '

of contentions on each of the present submission, the design teport and tests.
