SUBJECT:

PENN STATE BREAZEALE REACTOR STAFF REQUALITIFICATION PROGRAM The staff of the U.S. Nuclear Regulatory Commission (NRC) has reviewed the revised Operator and Senior Operator Requalification Program for the Penn State Breazeale Reactor submitted on October 21, 1987. The program was reviewed against the criteria in 10 CFR Part 55 as well as ANSI /ANS-15.4, "Solection and Training of Personnel for Research Reactors." Use of the latter document is supported by Generic letter No.83-12A from D. Eisenhut on .

July 11, 1983.

Based on its review, the staff concludes that the program does not fully satisfy the requirements and guidelines of the above mentioned documents.

Accordingly, we request that you revise the program to include the additional information identified in the enclosed Request fer Additional Information within 30 days of the date of this letter. Following receipt of your revisions, the staff will continue its review. If you have any questions, please contact me at 301-492-1121.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

Preplanned Lecture Series Section 55.59 (c)(2) states that the requalification program must include preplanned lectures on a regular-and continuing basis. Licensee states that, as an_ alternative to a preplanned lecture series, the program follows ANSI /ANS 15.4-1977 (H380), section 6.1 (2)(a), where a biennial written test deternines ,

categories for which retraining and ratesting are necessary. This alternative is acceptable since the use of ANSI /ANS 15.4 is supported by Generic Letter 83-12A to ALL NON-POWER REACTOR LICENSEES frern D. Eisenhut on July 11, 1983.

Section C - Written Exam _inatig ,

While the list of topics to be given on each requalH ication examination meets

the criteria of ANSI /ANS 15.4, it does not meet the er
quirements of 10 CFR 55.59 (a)(2)(1) which states that the annual written examination will sample the items specified in $55.41 and 55.43 of 10 CFR 55 to the extent applicable to the facility. Licensee must clarify which J thete itens are applicable to ,

its facility and include them in the list of items te be included in the ,

conual written exanination.

Section E - On-the-Jeb Training While the required control manipulations in this section meet the criteria of section 6.3 of ANSI /ANS 15.4, they do not meet the requirements of 10 CFR l 55.59 (c)(3)(i). The licensee must clarify which of these criteria apply to its facility and list them as control manipulations to be included in on-the-job training.

8 yir Section F - Operating Test This section of the program states that each licensee will be given an operating test each year to ensure the licensee has the knowledge, competence, and dexterity to safely operate the reactor and respond to situations that may arise. This does not meet the requirements of 10 CFR 55.59 (a)(2)(ii) which states that operators and senior operators must be examined such that they .

demonstrate an understanding of and the ability to perform the actions necessary to accomplish a comprehensive sample of items specified in 555.45 (a)(2) through (13) inclusive, to the extent applicable to the facility.

Licensee must clarify which of these items are applicable to its facility and include them in the list of items to be included in the annual operating examination.

Applicability PF Mraph (c)(7) of 10 CFR 55.59 states that the requalification program for m.n licensed operator and senior operator of a research reactor or test reactor facility must conform generally but need not be identical to the requalification program outlined in paragraphs (c)(1) through (6) of this section. l.icensee has the option of certifying that its requalification program was developed by using a systems approach to training in lieu of meeting the requirements of paragraphs (c)(2), (3), and (4) of 455.59 or providing justification for other deviations from those sections.
