The purpose of this supplemental agreement is (1) to revise the contract statement of work to require the contractor to prepare levels P1 through P4.of One White Flint North (OWFN) for use as a

parking facility, and to operate and manage the NRC parking t
garage; (2) to designate a new NRC Project Officer; and (3) to add incremental funding to the contract.
Accordingly, the

Effective December 7, 1987, the contractor was authorized to perform the tasks necessary to prepare levels P1 through P4 of OWFN for use as a parking facility.
The NRC hereby accepts the contractor's revised proposal dated January 15, 1988, as further
/(3 revised by negotiations conducted on February 1, 1988 concerning deletion of sales taxes, and on February 4, 1988, concerning a j ()
reduction of fee.
As a result, the contractor will be reimbursed the fixed price of $29,294.96 for site preparation efforts.
Work shall be performed in accordance with the following statement of work.
i STATEMENT OF WORK I
i PREPARATION OF LEVELS P1 - P4 FOR USE AS A PARKING FACILITY 1.
Parsons Drinckerhoff Maintenance Services, Inc. (hereafter referred to as "the contractor" or PBMSI) shall furnish all labor, materials and equipment to provide the NRC with a controllable parking facility on levels P1 through P4 of the Government owned building "One White Flint North".
Work shall include, but not be limited to the following activities s
a.
Sutigeg_Ecgggtgtigg Vegetation shall be r emoved from surfaces to be sealed.
Surfaces to be sealed shall be thoroughly cleaned to remove foreign debris (dirt, silt, gravel, leaves, etc.), using mechanically powered forced air, hard bristle hand brooms and high pressure water.
Mud areas shall be scraped and thoroughly scrubbed / washed as necessary to assure proper adhesion of sealer.

Sealer Application:
Apply two coats of'Pliocure concrete sealer to approximately 18,880 square yards of prepared surface.
All work shall be done using special seal coating equipment.
Sealer will be applied by squeegee / spray methods in order to obtain the advantages of both.

Area to be' painted will be cleaned with high pressure air and hand bristle brooms.
Excessive vegetation and dirt will be removed fro'm surface area.
Layout and stripe apdr oximately 369 traffic control stalls and handicapped logos, a r. directed by the NRC Project Officer (PO), using FED SPEC TTP-11UE paint.
b.
Furnish and install saf ety mirrors required to insure ade.,uate visibility, in accordance with standard safety practices for parking facilities, and as approved by the PO.
c.
Furnish and install signs necessary to designate applicable speed limits, handicapped and, reserved parking areas, mobile traffic and pedestrian inf ormation' (i.e.
directional arrows, entrance and exit signs, parking gate admittance, etc.),
as approved by the PO d.
After receipt of approval from the'P3, the contractor shall install dividers, barriers, enclosures or booths, necessary to identify and control the antens to, and exit from the parking facility.
The installation of such devices must be coordinated with the PO to insure that th2re is no interference with building construction activities on th? P1 level of the parking facility.

On December 7, 1987, the contractor was authorized to begin ef f orts required for the preparation of levels P1 through P4 for use as a parking facility.

STATEMENT OF WORK OPERATION AND MANAGEMENT OF OWFN PARKING FACILITY 1.
The contractor shall provide all personnel, labor and materials required to operate the NRC parking facility located on levels P1 - P4 of OWFN.
The f acility shall be used for operation as a parking garage only.
The contractor shall control access to the f acility in such a manner, that no part of it can be used for the parking of unauthorized vehicles.

The contractor's duties shall include, but not be limited to:
a.
Coordinating activities with the NRC Administrative Service Center, OWFN, for approval of parking permit i
applications; b.
Collecting monthly parking fees and issuing parking i
permits to approved applicants; c.
Monitoring vehicles coming into the parkina sgarage to insure that access is granted to authorized personn21 only; d.
Collecting daily / hourly parking fees from visitors; and e.
Implementing the policies of the NRC Parking Procedures.

No federal funds will be appropriated for operation of the OWFN parking facility.
Reimbursement to the contractor shall be obt6ined from monies collected for monthly parking permits.
The contractor shall be reimbursed for operation / management of the NRC parking facility at the fixed monthly rate of $4,136.50 per month.
Monies collected in excess of the contractor's monthly rate of reimbursement shall be turned over to the NRC.

Within ten (10) calendar' days after the end of each l
month, the contractor shall deliver to the NRC, payment of monies collected in excess of the amount specified as the reimbursement to the contractor.
Payments to the NRC shall be made in the form of a certified check or cashier's check payable to the Nuclear Regulatory Commission.
The number of this contract, NRC-10-87-171, shall be cited on the check.
c.
The contractor shall deliver the check to the NRC, along with a certified statement documenting the basis for the amount paid to the NRC (i.e. gross monthly receipts collected, less contractor reimbursement, etc.)
The check, along with the certified statement shall be delivered to the cashier located in the Administrative Service Center, located on the second floor of One White Flint North.
Copies of the certified statement shall be furnished to the NRC Project Officer and the Contracting Officer, not later than fifteen (15) calendar days after the end of each month.

Purpose - This guideline prescribes the policy and procedures for the allocation and assignment of parking spaces at the White Flint complex
)
and the supplement 6ry parking area.
i II. Objective - Parking spaces will be equitably assigned to: support the needs of NRC employees within the provisions of the Federal Property Management Regulations; encourage carpooling to reduce traffic on the heavily traveled arteries surrounding the White Flint complex and White Flint Mall; conserve energy; and, improve and enhanct environmental quality through a reduction in employee driving.
III. Responsibilities.
i a.
The NRC Administrative Service Center is responsible for parking management, including the receipt and distribution of applications and the coordination of the assignment of pirking spaces, as established by the NRC parking policy and all applicable Federal Regulations.
b.
Office Directors are responsible for certifying unusual hours for NRC employees within their organizations.
c.
The Office of Personnel is responsible for reviewing and validating parking space applications based upon unusual hours.
d.
The NRC Health Unit is responsible for reviewing handicap -
applications and certifying that a handicap condition does exist.
e.
The NRC employee issued the parking permit is responsible for ensuring that all information contained on the parking space application is accurate.
j f.
The Parking Management Contractor is responsible for:'
collecting parking fees; issuing parking permits; and implementing the policy and procedures of this document for the One White Flint North parking garage.
g.
The NRC Employee Recreation Association (ERA) is responsible l
for: collecting parking feest issuing parking permits; and 4
i implementing the policy and procedures of this document for the I
Supplementary Off-Site Parking Area.

IV. Parking Permit Applications.
a.
General. Parking permit applications shall be completed and returned to the Administrative Service Center by the 15th day of the month before the next quarterly review period (see paragraph VI.d.) for review. When the 15th of the month falls on a week-end or holiday, the application shall be submitted the preceding workday.
An application received by the Administrative Service Center will be considered for issuance of parking permits only for the following quarterly review. Employees who have valid permits, who have paid their fees, and whose eligibility criteria (data on original application) have not changed, need not reapply, b.
Handicapi pd Emp-loyees. - An application by a handicapped employee must be.ccompanie U y a certification from the employee's physician and shall be reviewed by the NRC Health Unit except where the handicap is readily apparent, c.
Unusual Hours. An application for priority parking privileges because of unusual work hours must be accompanied by a memorandum from the employce's Office Director to the Director, Office of Personnel, that justifies the employee's unusual work hours. The application and justification shall be reviewed and validated by the Director, Office of Personnel.
V.
Changes in Parking Status - Permit holders shall submit a new application to the Administrative Service Center within 3 workdays from the date of any changes in their parking requirements. This includes:
changes in number or name(s) of carpool participants; or no further requirement for a parking permit. Failure to notify the Service Center may result in suspension of parking privileges.
VI. Operating Procedures.
a.
Employees shall pick up parking permit applications from the Administrative Services Center, and completed applications shall bereturnedtherewithinthetimeframeestablishedbyparagraph IV.a.
b.
The Administrative Service Center will forward validated applications to either the Parking Management Contractor or the ERA, as appropriate, who will then assign spaces accordingly.,
c.
Monthly rates shall be established and posted by the Administrative Service Center for all motorized vehicles (bicycles will park free of charge). Employees will be informed at the time of application approval how and to whom to make payment.

Existing parking permits and new permit applications will be reviewed quarterly by the Administrative Service Ce'ter to n
reallocate space in accordance with the' priorities established in paragraph VII.a. Parking permits.will be issued during designated periods each quarter and may be obtained from the Administrative Service Center. Notices specifying the hours and dates when permit.s may be picked up will be posted in the Administrative Service Center, in the garage, and at the garage entrance.
e.
Employees who are eligible for parking permits must display an NRC badge when picking up their permits, f.
Parking permits will be issued to an individual who is responsible for. paying..the parking fees. Multiple permits will not be issued to vanpool/carpool members' If a permit holder is on official travel, leave, or absent for any reason, it is his/her responsibility to ensure that payment is made promptly 1
and that permits are picked up in the Administrative Service Center within the time frames designated.
Parking permits are not transferable. Permits may be assigned temporarily to otFe'r i
carpool memberTby the permittee, i.e., when the permittee is in travel status or in leave status.
VII. Assignment of Spaces.
)
a.
Parking spaces not required for officia1'needs will be allocated for employee parking using the following crder of priority.
Parking spaces will be limited for executive and unusual hours categories. All approved applications for handicap and rideshare categories will be accomodated and assigned a permit.
Single-person applicants will be assigned a permit on a space-available basis within the garage or at the supplementary off-site parking area (see paragraph VIII.).
(1) Official (thirty-six spaces)
(2) Handicapped employees (approximately seven spaces)
(3) Executive personnel (approximately eignteer spaces)
(4) Persons with unusual work hours (approximately forty-five spaces)
(5) Rideshare (Vanpool/Carpool) (unlimited)
(6) Other privately owned vehicles of employees (limited to remaining spaces available) 0.

Priority for assignme,nt of parking spaces within the rideshare category will he determined by the number of regular members, with the greatest number having the highest priority.
l c.
When parking space is insufficient to meet the needs of l
applicants within category (6) above, the priority of assignment of permits will be determined by seniority, i.e.,
t grade and length of service in grade; greater length of service l
in higher grade gets higher priority. The seniority priority will apply to all remaining spaces in the One White Flint North garage and to one-third of the spaces in the White Flint Mall l
satellite lot (s). The remaining two-thirds of the spaces in the satellite lot (s) will be allocated proportionately among the applicants by grade. That is, the percentage of applicants I
at each grade havel wi-11 be applied to the remaining two-thirds to determine how many spaces will be allocated to remaining applicants at each grade.
If there are more applicants than spaces at a particular grade, allocation will be on the basis of time in that grade, i.e., greater length of service in higher grade gets higher priority.

The Administrative Service Center will retain the application l
of a permit holder "bumped" by an applicant in a higher I
priority category for future parking space assignment.
l Applications for permits which are not picked up will not be retained on file.
VIII. Supplementary Off-Site Parking Area.
a.
Approximately 330 additiondi parking spaces will be made available at the White Flint Hall for NRC employees (see attached map). This parking area is owned by and will be monitored by the White Flint North limited Partnership, however, the NRC ERA will collect fees and issue parking i
- permits, b.
Employees may use a shuttle bus between this parking area and l
One White Flint North (see attac9ed schedule). The cpst of the l
shuttle is included in the parking fee.
Employees must show their NRC badge to the driver befo.e boarding the bus.

Parking Garage Rules, a.
Employees issued pa'rking permits must park their vehicles in accordance with the procedures established in this paragraph and those instructions which may'be requested'by the parking facility attendant. it is expected that a courteous attitude will prevail with regard to other drivers, pedestrians, and attendants.

Employees will be required to show their parking permit to the
' parking attendant when entering the parking garage and properly display it while in the facility. Vehicles that de wt display a valid monthly parking permit will be subject to an irrevocable $15 parking ticket issued by the Federal Protective Service and/or a notice of violation issued by the Parking Contractor.
c.
Reserved parking spaces are limited to those specifically authorized by the Administrative Service Center for Government vehicles, visitors, and executive officials.
d.
Motorcycles nust park in designated areas.
e.
Bicycles must park in designated areas and shall not be transported on elevators or on stairwells, nor shall they be parked in offices.
f.
The speed limit in the garage is 5 HPH.

Headlights should be on when entering the garage, s:

Drivers must not stop in traffic lanes or ramps to pick up or discharge passengers, or park in aisles or driveways,

Height Restrictions - The ceiling height at the garage entrance and throughout the facility is 7' 0", unless otherwise posted.
XI. After Hours Parking The operating hours of the garage for NRC employees are 6 a.m. to 6:30 p.m.
Any NRC employee wishing to gain entrance to the garage after it has closed for the evening or on a weekend i
or holiday may do so by means of a telephone located at the garage entrance which will be answered by the security guard. The guard will open the garage for any employee displaying an NRC badge, or anyone on a pre-approved NRC security access list. The same procedure is used to leave the garage after hours.
(An intercom to the security guard is lecated next to the garage door.)
XII. Visitors' Parking - Limited parking space will be provided within the garage for NRC visitors. XIII. Liability - The Government is not responsible to an employee using NRC parking facilities for any loss or damage to the vehicle or its contents.
XIV. Reporting Damages.
a.
If a driver strikes another vehicle in the parking facility.
i the driver must stop and check for any damage to either vehicle.
If the other vehicle is damaged, the driver must notify the parking attendant on duty and provide pertinent information about the accident.
b.
The Contractor is responsible for damages caused by the parking attendants. Forms to claim damages nay be obtained from the parking attendant and should be filed with the Contractor.
XV. Penalties:
Failure to comply with the policies and procedures spt forth in a.
these guidelines may result in suspension of parking privileges, b.
Falsification of applicaticns for parking permits will result in an automatic suspension of parking privileges for at leas.t one year, c.
Any vehicle parked in an' improper space or area is subject to being towed at the owner's risk and expense, d.
Any unpermitted vehicle will be subject to being towed at the owner's risk and expense.

XVI. Definitions:
a.
"Administrative Service Center" is a facility' located on the second floor of the One White Flint North Butiding, which provides a number of centralized administrative services to employees. Services are offered in the areas of building maintenance, conference room scheduling, travel services,
_ personnel, contract information, commuter assistance and parking 3 b.
"Handicapped Employee" means an employee who has a severe, pernanent impairment which for all practical purposes precludes the use of public transportation, or an employee who is unable to operate a car as a result of permanent impairment who is driven to work by another.
c.
"Executive Personnel" means the Chairman, the Comissioners, and employees compensated at SES pay level 6.
d.
"Carpool" means a group of two or more persons, the principal nember of which is an employee of NRC whose work place is in the One White Flint North Building, and who regularly uses a motor vehicle for transportation to and from work on a continuing basis.
The relationship of carpool members to each other is irrelevant.
"Vanpool" means a group of at least 8 persons using a passenger e.
van or a comuter bus designed to carry 10 or more passengers.
The principal member of a vanpool must be an employee of NRC whose work place is in the One White Flint North Building, and who regularly uses the vanpool for transportation to and from work on a continuing basis.
f.
"Unusual Hours" means work hours that are frequently required to be varied and do not coincide with any regular work schedule. This category includes individuals who regularly or frequently work significantly more (25%) than eight hours per day. Unusual hours does not include shift workers, t, hose on alternate work schedules, and those granted exceptions to the normal work schedule (e.g., flex-time, compressed work).
g.
"Regular members" are classified as those employees who ride to and from work each day. This does not include part-time or casual riders.
