SUBJECT:
NRC INTEGRATED INSPECTION REPORT NO. 50-289/98-07
Dear Mr. Langenbach:
On October 31,1998, the NRC completed an inspection at your Three Mile Island Unit 1
reactor facility. The enclosed report presents the results of that inspection which the
resident inspectors discussed with you and your staff at the exit meeting on November 12,
1998.
Your staff operated the unit safely. The operators continued to perform their duties well.
Good supervisory oversight contributed to proper conduct of the observed maintenance
g
and surveillance activities. The engineering department continued to support day-to-day

activities well.
Emergency preparedness drill performance, on September 30,1998, proved the adequacy
)
of your onsite emergency plan and your capability of implementing it. A notable deficiency
was the failure to complete the necessary offsite agency notifications within the required
fifteen minutes after both of the drill event declarations. This deficiency is being classified
as an exercise weakness requiring corrective action.
We found that you continued to carry out effective radiological environmental monitoring
and meteorological monitoring programs. Your staff displayed good performance regarding
'
maintenance and calibration of the meteorologicalinstrumentation. Your environmental
laboratory demonstrated adequate sample analyses and quality assurance / quality controls.
The quality assurance audits provided sufficient depth to assess the implementation of
these programs.
In the radiological controls program we identified effective performance in the
accomplishment of: access controls, external and internal exposure controls, radioactive
material and contamination controls, the ALARA program, and your self-identification and
corrective action processes.
