Chanoes to Technical Specification Bases l

The Technical Specification Bases for Section 3.5.F. " Minimum Low Pressure Cooling and l

Diesel Generator Availability" have been revised. The revisions are the result of corrective i

actions taken in response to findings associated with a routine audit conducted by the Pilgrim L

Station Quality Assurance Group.

Bases 3.5.F discuss in part the water inventories that are available during refueling outages l

in which control rod drive work may be performed with the torus drained. The revisions consist of correcting the volume of water available in the refuel cavity and dryer / separator l.

pool when flooded to elevation 114 ft., and revising the torus water volume to reflect a volume above the minimum pump NPSH.

in accordance with 10CFR50.36(a), bases are not a part of the Technical Specifications.

Therefore, these bases revisions do not constitute an amendment to the operating license and prior NRC approval is not required. However, the revisions have been reviewed by the senior mana0ement and the Pilgrim Operations Review Committee. We also performed a 50.59 safety evaluation (#3092) that concluded the revisions do not reduce the level of safety l

previously evaluated by the NRC during the approval of this specification. Please incorporate l

these revised bases into your copy of the Pilgrim Nuclear Power Station Technical l

Specifications by replacing pages B 3/4.5-5 and B3/4.5-6 with the attached pages.
