Attached is a draft revised guide to processing license amendments that is being provided to the Nuclear Energy institute (NEI). The guide is being revised to address concerns related to the staff issuance of requests for additional information to licensees and will be the topic of discussions with NEl at a noticed public meeting to be held in Rockville, Maryland, on December 10,1998.
