Dear Chairman Jackson:

it is the St. Helens City Council's understanding that the Commission staff is presently j

addressing a one-time shipment of the Trojan Reactor Vessel as proposed by Portland General Electric Company. As PGE's submittalis being considered, the Council requests it be reviewed i

for its overall effect on the safe decommissioning of Trojan and the public health and safety.

i Our understanding of the alternative to PGE's proposal for a one-time shipment would be to cut up the internal components of the reactor vessel and dispose of them separately. 'This would i

i result in substantia!Iy higher occupational radiation exposures to Trojan workers, more than 40 separate shipments instead of one, and would increase public exposures to radiation, This would result in a notably larger amount of radioactive material handling. It is the Council's understanding that this would be the case due to the greater number of shipments and because of the additional handling of radioactive materials both before and after the shipments. This alternative may also increase the cost of this decommissioning activity for Oregon ratepayers.

PGE plans to impose very rigid shipping restrictions gn the one-time shipment to ensure safety of the package during transport. In addition, the transportation route appears to be very favorable for the safe transport of the package and was successfully used during PGE's large.

be the preferred, as well as practical, alternative to extensive handling and multiple shipments of I

The Council requests the relative advantages of the one-time shipment be taken into account as the NRC reviews PGE's proposal to determine whether the proposed one-time shipment can be
