Pursuant to 10 CFR 50 Section 50.54(a), this second revised version of Revision 20 l
to the Northern States Power Company Operational Quality Assurance Plan (OQAP) is submitted. A revised version of Revision 20 was previously submitted on December 19,1996 to address NRC concerns. This second revised version of the OQAP relocates Prairie Island Technical Specification procedure requirements (old Section 6.5.A) to the OQAP Section 7. These changes are in support of the license amendment request entitled, "Conformance of Administrative Control Section 6 to the Guidance of Standard Technical Specifications", dated December 14,1995.
This revised version completely supersedes the previous versions of Revision 20.
The changes included in this second revised version of Revision 20 do not reduce the commitments in the quality assurance program previously accepted by the NRC.
The basis for this conclusion is provided by Appendix D of the enclosure. Although not required by regulation, Revision 20 will not be implemented until approval has been obtained from NRC NRR.
