Dear Mr. Chairman:
On October 28, 1986, I initiated an investigation into the allegations of widespread drug and alcohol use at Seabrook nuclear power plant.
As you know, considerable aorrespondence ensued.
Enclosed is the result of that investigation.
In the report, you will see that I am highly of critical of an unquestionable neglect on the part of the NRC to adequately address the problem of drug and alcohol use at the Seabrook plant in particular and also its failure to adopt meaningful and enforceable ritness for Duty regulations which would cover the critical period of a reactor's construction.
Finally, the evidence presented in this report leads to it is essential that a thorough one overriding conclusions and independent safety review of Seabrook be conducted before the plant is licensed for operation.
