SUBJECT: NRC INSPECTION REPORT 50-416/98-14
Dear Mr.Eaton:
From October 26-30,1998, a routine, radiation protection inspection was conducted at your
Grand Gulf Nuclear Station reactor facility. The enclosed report presents the scope and results
of that inspection.
Overall, the radiation protection program was implemented effectively. However, we were
l
concerned with the radiation protection staff's performance associated with the failure to
perform proper radiation surveys prior to a drywell entry on September 15,1998. Although your
staff ultimately identified the problem involving incorrect survey results and the non-cited
violations associated with this occurrence, some radiation protection personnel demonstrated a
j

lack of a questioning attitude and missed early opportunities to identify the problem. In
addition, the event investigation process was not thorough because individuals having
j
potentially significant information were not interviewed before conclusions were reached.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).
