Dear Cir:
I am writing to urge the NRC to adopt the proposed rule change regarding low power licensing requirements.
I believe that Seabrook has more than adequately demonstrated that it is qualified to operate at low power and can do so safely.
The endless disputes over emergency planning for 5% operation are really political disputes, not safety disputes.
Please enact the proposed change so that Seabrook can proceed to the next phase of licensing.
New England needs the power and Seabrook is long overdue to provide it.
