'88 M 23 P8 :14 OFHCt 00CMCih...,3.Q'.f June 22, 1988 Secretary of the Commission Attn:
Docketing and Service Branch U.S. Nuclear Regulatory Commission Washington, D.C. 20555 Gentlemen:
I am writing to strongly urge the commission to adopt its proposed clarification of emergency planning requirements for 55 low-power testing. This action will ensure that low-power testing may proceed without the installation of off site emergency sirens.
As a New Hampshire resident, tax-payer, property owner and electrical user, I see an urgent necessity of allowing Seabrook Station to proceed with low power testing with the ultimate goal of full power operation in early 1989.
The New England region desperately needs Seabrook's additional energy supplies.
Political ~ rhetoric initiated by those with ulterior motives should not and must not be considered above the best interests of the people of New England. Those that speak of Seabrook as unsafe are primarily motivated by fear and ignorance.
These individuals truly lack the knowledge of the United States' fine nuclear power safety record, it's strict regulation, operation and dedicated pro-fessionals.
I strongly urge the commission to continue to perform the function for which they were established and to prudently adopt the low power rule change, thus allowing the finest nuclear power plant in the nation (Seabrook) to achieve low power testing, f
