SUBJECT: NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50-317/98-09

AND 50-318/98-09 AND EXERCISE OF DISCRETION

Dear Mr. Cruse: '

This report transmits the findings of the safety inspection conducted by NRC inspectors at

the Calvert Cliffs Nuclear Power Plant from September 6,1998 to October 24,1998. At ,

the conclusion of the inspection, these findings were discussed with Mr. Katz and others I

of your staff.

Overall, the NRC has concluded that your facility was operated in a safe manner. During

the inspection period we reviewed your motor operated valve program and determined that

you have satisfied the recommendations in Generic Letter (GL) 89-10, " Safety-Related

Motor-Operated Valve Testing and Surveillance," to verify the design-basis capability of the

safety-related motor operated valves at Calvert Cliffs. Therefore, NRC review of your GL 89-10 program is completed.

The inspectors also reviewed previously identified radiation protection violations and

concerns. The review found numerous BGE initiatives directed toward improving the j )

quality and implementation of the raoiation protection program. Fourteen previously {

identified matters, including violations, were closed during the inspection. Field $

observations indicated BGE was effectively implementing its radiological controls j

requirements for external and internal exposure control. , l

In addition, NRC's review of BGE efforts in self-identification and correction of problems in

radiation protection indicated improvement. For example, BGE identified instances of

personnel failing to follow some radiological control procedures during work on a refueling l

bridge hoist box during the period July 5-18,1998, and implemented corrective actions for

these instances. The instances were in violation of NRC requirements. However, after

consultation with the Director, Office of Enforcement, and the Director, Division of Reactor

Safety, the NRC has decided to not to cite the violation in accordance with the provisions

provided in Section Vll B.4 of the NRC Enforcement Policy.
