Attn: Docketing and Service Branch 00Cht.g'y,w.j U.S.

Nuclear Regulatory Commission Washington, D.C.

20555 Gentlemen:

Responding to your invitation for public comment on the proposed rule change. I strongly approve of this change to allow low power testing without sirens in place.

As a resident of New Hampshire and a citizen of the United States I realize the need for clean and reliable energy.

With the problem of acid rain here in the northeast and Canada it is clear to see that the paths we have taken in the past for electricity have not always proven to be the best for the economy.

Strip mining for coal in the west, drilling for oil off the coast we are slowly but surely destroying our country's natural resources and beauty.

National security is another issue that should be raised.

The country's dependency on foreign oil, let us not forget the oil embargo of the seventies.

Our need for electricity has doubled since then.

We can not let the future of our country be jeopardized by third world countries.

A strong nation is an independent one.

Our economy is geared to the production of electricity.

With naw technology in the manufacturing field we can not accept pow itbacks.

The new machinery requires clean uninterrunted powt With out plants 11, aabrook the northeast and the country are putting themselves cr. the threshold of disaster.

I am pleased that there are concerned officials dealing quickly and thoroughly with this problem.

I encourage this committee to continue its outlined task of making sure that this country receives the energy it needs not only now but also for the future.

Sincerely,

}-
